Jeff graduated from Catholic University in Washington, D.C., in 1981 with a B.A. in World Politics and earned his Juris Doctor from Loyola University in New Orleans in 1984. He is admitted to practice in Connecticut, the U.S. District Court, and the U.S. 2nd Circuit Court of Appeals.
